Game Help: City Hire

    Only the Crown or the settlement's Patron may hire or dismiss NPCs to
    provide a paid city service (such as a locksmith). Hiring requires
    standing with the NPC in person - they must already be a citizen of
    the settlement, and will consider the offer for a moment before
    accepting or declining (they will decline if already employed, or if
    they serve the city in an official capacity such as Magister, Consul,
    or Registrar). Firing has no such requirement and can be done from
    anywhere.

    A Crown never needs to name a settlement - it's assumed to be their
    own, wherever they're standing. A Patron, who typically holds no
    citizenship anywhere, must say which settlement with FOR/FROM.

    Syntax:
        CITY HIRE <service> <npc> [FOR <settlement>]
        CITY FIRE <service> <npc> [FROM <settlement>]
