When your settlement's government has fallen quiet - its Magistrate
seats held by NPCs, or by a citizen who has gone dormant - you may put
forward an NPC citizen of your own to run for the position instead of
waiting indefinitely. This is done with CITY NOMINATE <npc> OVER
<target>, where <target> is the current holder of the seat.
The nominated NPC must already be a fellow citizen of your settlement.
Against an Active Magistrate
If <target> is an active citizen, nominating an NPC against them opens
a normal election exactly as CITY CHALLENGE would - both <target>
and the NPC begin the race as candidates at zero votes, and any other
citizen may still CITY CHALLENGE <target> to join the race during
the campaigning period.
Against a Dormant Magistrate
If <target> has gone dormant, the NPC instead begins the race as the
sole candidate, and <target> is not entered as a candidate against
them. Other citizens may still challenge for the seat during the
campaigning period (using CITY CHALLENGE <target>), and should
<target> return to activity before the election concludes, they will
automatically rejoin the race as a candidate.
In either case, the election otherwise runs and concludes exactly as
any other Magistrate election would (see HELP ELECTIONS and HELP
VOTING) - with one exception: this settlement's NPC citizens do not
cast their usual automatic votes in an election opened this way. Only
real citizens decide the outcome of a nomination.
