The Crown (or a settlement's Divine Patron) may declare whether the
settlement is open or closed to newcomers being welcomed in by its own
NPC citizens.
CITY SETTLEMENT PRIVATE closes the settlement's doors to
NPC-granted citizenship and residency - while private, only a fellow
citizen can personally extend either to a newcomer. Going private
automatically relieves any sitting Civic Registrar of the post (their
entire purpose is granting citizenship/residency on the settlement's
behalf), and no new Registrar may be appointed while the settlement
remains private.
CITY SETTLEMENT PUBLIC reopens the settlement to NPC-granted
citizenship/residency, including appointing a Registrar again, as
normal.
Meliura, Praestantia, and any settlement declared a hometown can never
be made private - divine decree keeps their gates permanently open to
all.
