Hometowns have no citizen government of their own (see HELP HOMETOWNS),
but their Divine Patron may still reach out and appoint a trusted
hometown native as a Guide - a mentor figure entrusted to help welcome
and orient newer dreamers finding their footing there.
Only a hometown's Patron may appoint or remove its Guides, and only a
native of that specific hometown is eligible.
