Arenas are places set aside for organised, agreed upon combat. Combat is
always allowed on an arena floor, even inside a peaceful settlement, and
each arena can change how combat works there: faster or slower recovery,
more or less damage, knockouts instead of deaths, and more.
An arena runs on its house rules, set by whoever owns it. Anyone the
house rules allow may open an Arena Master session, which lets them
run an event: declare who is competing and change the rules for its
duration. While a session is open only its competitors may fight, and
everyone else on the floor is a spectator.
